What Facebook is saying is, first and foremost, an application which allows billions of people in India, an affordable access to the Internet.

But the reality is Free Basics is an application which monitors your network traffic and selectively allows access to only Facebook and dozen other FB-partnered websites. If at all user wants to visit any other website then they have to request the application to allow access. If user is lucky then they get poor/slow access which spoils the overall browsing experience. So then the frustrated user unwillingly uses the FB partnered website that came bundled with the application. For example, you want to order something from Amazon but Free Basics won’t allow you to do so, thus you have no option but to buy from another online store that is partnered with FB. Simple, isn't it?
