TRAI to Clear Out the Telecoms Conflict


BENGALURU:  “Reliance Jio sincerely requests that the TRAI take serious cognizance of this complaint and intervene by taking strict action against incumbent dominant operators under the relevant provisions of the mobile number portability regulations and the unified license,” the Reliance Jio letter said, last week.

Reliance Jio has been experiencing high call drop rate by being incapable to interconnect with incumbent operator’s network and has raised eyebrows of the TRAI authorities. There are two much-predicted reasons with TRAI which is causing the congestion issues- a) incumbent operators are blocking calls from R-Jio’s network, and b) this is only because of PoI (point of interconnection) issue. • It’s not a call drop but a call failure

The primary issue while connecting to the calls is that they never get connected at the first place—called as call failure. The TRAI would take steps to prevent the violation of the norms for call failure rates, after assessing the data. The matter has little to do with the current fracas between operators over PoI. However, a call drop occurs when a continued telephonic conversation is cut off abruptly.

• TRAI prefer consumers easiness over operators

The ground for call failures can be multiple but, whatever said and done, the issue should not affect the normal lives of end users. If the connection is not happening on dialing a number, then that would be considered as a failure of service provider efforts. Currently, Jio’s call failure rate is unacceptable. According to the regulated norm, it should be equal to or less than 0.5 percent.

• Other telecoms will also be questioned

TRAI will be enquiring other service providers and has asked for an individual explanation, as of now. This is to make sure that none of the operators are violating service norms. Nevertheless, TRAI won’t pass judgment on the operators based upon the number PoIs. TRAI may issue show-cause notices to the telecoms exceeding the norm.

• TRAI will practice hands-off approach to the issue

TRAI authority will only monitor the operators on violation norms, nothing more. The escalating fight would remain untouched by TRAI officials. TRAI has to ensure an appropriate regulatory framework fall into places. TRAI’s will make points on the regulatory framework, which includes floating the consultation paper to determine the PoI charges. This process may take 6 months or longer.
